Question

The Treasury took my refund and my bank was charged 63.96 months after filing my refund.

If the IRS kept your refund there was nothing to take the fees out if.

 

That’s why you still owe Turbo Tax.  They didn’t get paid.  They only get the fee deducted AFTER the IRS sends it.  So if the IRS kept it Turbo Tax couldn’t take the fee out.  At least you will be saving the extra 39.99 Refund Processing Service charge (44.99 in California).
