I filed my 2019 tax return, I was told I could either pay the $40 now or have it deducted from my return or pay with credit card. I paid with credit card was charged $120, why???

Generally speaking, and I can't look at your file, if you are being charged for a federal return, you will also be charged for a state return. There is also an additional $40 service fee to have other fees deducted from your refund. All these fees were disclosed before you agreed to them.
