We filed an amended return for 2020 which the IRS has received but not processed. Is it ok to still file our 2021 return?

Possibly. Go ahead and file unless you have losses or credits from 2020 amended return that are being carried over into 2021, such as a capital loss carryover and passive activity losses. In those cases, it's best to wait until the IRS accepts your 2020 amended return.
