We had to pay back money to the state for a previous years tax return. Is it worthwhile to refile federal since we were taxed for the refund originally?

It might be. You can amend your return and see what it does with the changes. The amendment brings the refunds/taxed owed to zero so it is easy to see if this will be beneficial for you. If it is not, you can cancel the amendment. Here is how to amend:
