We haven’t received our state return. When I checked TurboTax it says that it says started. Have we not completed our state tax return?

A status of Started indicates that the tax return has not been completed and filed.

When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state. See screenshot

This will take you back to the 2018 online tax return.

Select State from the menu on the left (on mobile devices, tap in the upper-left corner to open the menu).
On the Let's get your state taxes done right screen, select Continue and follow the onscreen instructions.
