What do I do if I still haven’t got my amended tax refund from 2018

How long ago did you amend the return?   Did you print, sign and mail your Form 1040X when you amended the return?  Amended returns cannot be e-filed, they have to be mailed.  About three weeks after mailing it you can check here:

It takes the IRS 3-4 months to process an amended return.  If you are getting a refund, they mail a check.
