What do I do now that IRS CASHED 2019 1040 PAYMENT ON JULY 28 BUT ALSO SAYS I DID NOT FILE A 1040 AND THEY ARE WAITING FOR MY RETURN?

It has been 7-weeks since the IRS cashed my 2019 1040 Payment paper check.  Their website tells me that I have not filed a 1040 return for 2019 but they do acknowledge the payment.  Should I just file a new return?

What web site?    The Refund status website will never show it since you owed and the transcript will not show it until it has been fully processed which is taking a long time this year because of the COVID-19 slowdown.

 

Since cashing your payment is proof that the IRS has your return, what are you concerned about?

Agreed ... you do NOTHING.   Due to the covid shutdown the IRS is backlogged in processing returns this year.  Your return will process in due time ... they are working on returns with refunds first and returns with balance dues are being pushed to the back of the line.
