What does still processing mean

We can't know anything specific about your return, but in general if it's been longer than 21 days, then the addition of the word "still" likely means that there was something in the return that required an actual IRS employee to review your return; i.e., that it was flagged for some manual review. Unfortunately, the IRS is way behind on any returns that require manual review.
