What do you mean by "Intuit Visa Mastercard?"   Do you mean the Turbo Prepaid Visa Card at this site:

If so, here's some info.   This is a user community forum, so no one can tell you anything specific about your Turbo Prepaid Visa Card here.   But we can tell you how to check in general.

You asked:  "is my card activated"?

You have to activate it.   Did you activate it either Online at the Turbo Prepaid Card's website or by telephone using the instructions on the sticker that was on the card?

You asked:   "What is the balance?"

Are you sure your refund has actually been released by the IRS or state tax agency?

Or you may be able to get the balance by phoning the Card's customer service number, but I don't know for sure, since I don't have that card.
