When can I file my Vermont state tax form, already received federal refund?

Vermont should be ready to file. Does it say started? If so,
1. Sign back into your Turbotax Online Account
2. Click on Previous Taxes
3. Click on Add a State (this gets you back into your return)
4. Click on State Taxes
5. Click through your State Return and continue through to finish
6. You will get to the File screen to file your State Return
7. Step 1 and Step 2 should be complete
8. Click on Step 3 and make sure "efile" is the chosen option
9. Go through the rest of the return to e-file and submit
