When did Turbo Tax start locking old tax return PDFs behind Turbo Tax Plus?

Did Turbo Tax just implement a feature to lock all old tax returns behind Turbo Tax Plus? I logged in to download my 2022 return, which I think I may have done  month or so ago in October, but now I am presented with a screen saying I need to pay $30 for Turbo Tax Plus to get access to this feature

This seems to make TurboTax Online a bit pointless if they aren't going to be an easily accessible place for my tax history. I did manage to find my 2022 tax return, but it appears to be relatively hidden within some request to download all of my TT data.

So apparently after selecting the tax return you want you can will get to a screen that says "Download your past TurboTax Returns and it may say something like "Looks like you didn't file with us last year ......"

Just click the link "Intuit Privacy" and you should see a link there.  Really feels like they are trying to trick people into paying for access.
