When filing an amended return per form 8936 using a binding contract (pre 8/15/2021) must I submit the binding contract with the amended return? (if so,original or copy?)

Using binding contract to claim $7500 tax credit for EV using older rules. Form 8936 is now filled out but is that all I have to submit or should I submit the original 'wet ink' binding contract, a copy of it, or nothing else?

You do not send anything to the IRS concerning the EV credit. If the IRS has a question about the credit they will send you a notice in the mail. You should always keep paperwork substantiating all deductions and credits on a tax return.
