When filing jointly should both parties state and local tax refund amounts be added together in the wages and income section (State and Local Tax Refund Summary)?

Yes, if you both itemize last year. If one of you took the standard deduction, that person's refund does not need to be included. A state refund is not claimed the following year as income if the Taxpayer used the Standard deduction.
