When I originally filled I was due a $2309 refund. When I amended I owed $1282. Will what I owe be deducted from the original refund?

When I originally filled I was supposed to be getting a refund of $2309. I got a letter in the mail saying I did it wrong by not attaching form 8962 for using Covered California the first few months of the year. When I amended my return by completing this form, it then said I owed $1282. I have read that what I owe will be deducted from the original refund but yesterday the IRS attempted to take out the full $1282. Please advise.

You need to read and understand your Form 1040X line by line. It is probably that you owed an additional $1282 over and above the $2309 that they took. Pay special attention to line 20 and how it is calculated.
