When will i be able to amend ? It said the 18th of February then the 22nd of February and now it's saying the 7th of March .

You'll be able to amend when the IRS approves the TurboTax electronic version of the form and it is released for filing. Hopefully it will be available on March 7 but there is no way to know for sure.
