When will I receive my California state tax return

It’s says issues on the 11th so just wondering when will I see my deposit

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.

If the California refund tracker indicates it will be issued on the 11th, then that is the day that you should receive the payment by direct deposit, so long as there are no processing delays at the bank (which aren't common, but certainly can happen.)
