Where's the app that I can apply for a refund loan

Can I apply for a refund loan now

To my knowledge you would have had to file with H and R block or a place like that. I am unaware of any place who would do the loan after you file as they deduct thier repayment directly from your refund.

If you have already submitted your return, you are unable to apply for a refund advance.

And the Advance promotion ended on Feb 15.
