Why am I receiving a cashier's check? A check that doesn't even look official, from green dot bank? I applied to have my income tax deposited into my bank account

I dont want to cash a fake check if it isn't from the IRS

If you had your filing charges deducted from your tax refund then "Green Dot Bank" is the bank that does that. If they attempted to make a direct deposit to your account and it failed because of a incorrect routing or account number that you provided, or your bank refused the deposit because the name on the account did not match the name on the tax return then they mailed the remainder of the refund instead.
