Why can't I pay for turbotax tax with my state refund?

TurboTax does not allow you to pay using a state refund.  If you are getting a federal refund there is an option to pay from your federal refund.  A third party bank then handles the processing of your refund and extracts the TurboTax fee before sending the balance to you.  The fee for that service is an EXTRA $39.99 ($44.99 in CA).  Otherwise, you need to pay TurboTax upfront using a credit/debit card.
