Why do I not have a Pennsylvania state refund this year? Also, I never had to do anything with a 1099-G in 2017 for my 2016 state refund, but I have to this year?

I made about $7,000 in 2017.  I received a state refund for that tax year too.
I made a little over $10,000 this year.
 
This year, when I loaded TurboTax up and put my info in, it prompted me to put info in for a 1099-G (never physically received one, but I know you are still suppose to enter the info if you didn't get one), now for my 2017 taxes, I never had to do the fill in the info for a 1099-G.  It never prompted me to do so.
So I was a little confused about that.

Also, this tax year it doesn't look like I'm getting a state refund.  I've gotten a state refund the last two years (which was my first two years doing taxes).  

Is it because I made a bit more in 2018 than the prior years, or is it because of a new tax law, or did I happen to maybe do something wrong?

It appears that you were eligible for PA Tax Forgiveness in the past, but (single, no dependence, made over $8750)  you are not eligible for PA Tax Forgivenss this year, so no refund.

The PA Tax Forgiveness is explained in this pamphlet.  Note in the table that if your single, no dependence, and made over $8750, no forgiveness is allowed.
