Question

Why is it taking the IRS so long to process our tax return? When we filed the 8962 it added $600 to our refund

If you had to send in Form 8962 separately after you filed your tax return, it has to be processed manually. The IRS processing centers were closed for several months because of the Covid-19 pandemic. They just recently started to reopen the processing centers, but they have limited staff and a huge backlog of unopened mail, so it will be quite a while before they get to your tax return.
