If you chose to pay your TurboTax fees out of your Federal refund, and if your Federal refund has been delayed unusually long at the IRS (or if it's been reduced), TurboTax will want to be paid.  They likely started sending you emailed bills to pay.  If you didn't respond by either paying or asking for a deferment, they would ultimately debit your bank account.   If you didn't get the emails, check other email accounts and also the spam/junk folders.

If the IRS holds your refund for more then 36 days after the expected refund date  they will send you several emails telling you what your options are ... pay attention to them.

    1. We'll send an email with instructions on how to pay your TurboTax fees (minus the Refund Processing fee, if any) by a certain date.
    2. If the fees remain unpaid by the specified date, we'll send two more follow up emails asking that you either pay or request a deferment to prevent the fees from being automatically debited from your bank account.
    3. Finally, if you still haven't paid by the requested date, we’ll send a final email letting you know that we're debiting the fees (minus the Refund Processing fee, if any) and that the auto-debit process cannot be stopped.

See this FAQ that explains the process.  The first paragraph has a special phone number if you have a question or need to appeal a NSF fee (non-sufficient funds/overdraft fee).
