When you receive a refund from your state, if you took the Standard Deduction on your Federal Tax return in the prior year, none of your state refund is taxable.

If you took Itemized Deductions on your prior year return, when you put in the information about your state refund, TurboTax calculates if you received any benefit from deducting your state income tax paid.   If the calculation determined that you did not receive any benefit from the deduction, your state refund is not taxable.

Is My State Tax Refund Taxable and Why?
