Why won't my Federal Refund go over $3888. No matter what other deductions I put in.

Are your deductions still less than the Standard Deduction? And not all deductions (such as Medical) count at 100%.

Do all of the amounts in box 2 of your  W-2's add up to more than that?   You cannot get a bigger refund than the amount of tax you paid in, unless you are getting some refundable credits.
