Will I be able to get a tax loan this year

Whether TurboTax will offer any type of Refund Anticipation Loan in 2020 for 2019 tax returns is not known.

If they follow the same procedure as last tax year, then the option for the loan will be offered only to a select number of TurboTax users.  You would not be able to actually apply for a loan if not offered to you.

We don't know yet what all the features for 2019 returns will be.  But TurboTax doesn't normally offer a refund anticipation loan in the classic sense.   As a variation, last year they offered a "Refund Advance" loan to certain users who qualified and chose to receive it on a Turbo Prepaid Visa Card.   It looks like they may be doing that again this year.  At least there is this FAQ:

Whether that will continue or not is not known yet, and if it's like last year, there's not a way to self-select into it.
