Will they take my refund offset even with tye irs being shut down

The shutdown does not mean your debt is not due.  The IRS will still collect your tax due from your refund if you are getting one.  Even during the shutdown, the IRS will be processing tax returns.  If you owe back taxes, child support, student loans, etc. your refund can be seized.

LOL ... nice thought but the portion of the IRS that collects outstanding balance dues was never shut down.
