With Deluxe version, 1 state. Can I complete 3 different states(me and 2 kids), but only e-file 1 state and print the other 2 to mail in? No extra cost?

You appear to be using the TTax Desktop Desktop version which includes the software (to be downloaded) for 1 state --state e-file costs extra.

Additional states can be downloaded from within the program for an additional cost for each state --again, note that state e-file costs extra.
