You asked I prepared the paperwork for my amended return and I never mailed it in. Can I still send in that same paperwork from last year?

Yes, you can mail in your 2018 amended return.  Generally, for a credit or refund, you must file Form 1040-X within 3 years after the date you timely filed your original return or within 2 years after the date you paid the tax, whichever is later. Allow the IRS up to 16 weeks to process the amended return, but at this time the IRS is not processing mailed in returns so it will take longer to process your amended return.
