Are birthday rewards from businesses considered taxable income?

For example, Kohl's (the department store) sends $5 Kohl's cash to their rewards members for birthdays. Express sends $10 Express Cash. Is this taxable considering the reward member spent nothing to receive it?

Generally gifts of small amounts are not taxable income.
