Can I add the two dollar amounts together for box 14 if they have the same description? It won't let me add them both as separate line items since they have the same name

For example:
Box 14 - Description     Box 14 - Amount
LABOR &                         $5.68
LABOR &                         $12.31

Can these be added together? It won't let me submit it as shown above but that's how it shows on my W-2.

Yes, you can add them together.  Box 14 on Form W-2 is for information purposes, meaning amounts reported there do not flow directly in to the tax return.  Employers can put just about anything in box 14; it's a catch-all for items that don't have their own dedicated box on the W-2.  For more information on on Box 14, see What is box 14 on my W-2 for?
