I'm a self employed writer and do not own a car. I use Uber and public transportation for local business, to interview subjects, etc. Can these costs be deducted, as vehicle mileage could be?

Yes, you can deduct the local transportation costs that you incurred due to your business.

You would not enter these expenses in the Business Vehicle Expense section since they are not associated with using your own personal vehicle.  They also would not go in the Travel Expenses section unless you were away from your tax home.

The best place to report your local transportation expense would be under the Miscellaneous Expense section where you can categorize and label the expenses in such a way that makes sense to you.
