Then you should be entering the  expenses related to your work as an insurance agent on Schedule C.  In the Wages and Income section of the TurboTax program, after entering the W-2, the program would have given you a screen Any Related Business Expenses.  Answering Yes will allow the program to take you through the business income and expenses section for Schedule C later in the interview after completing the Wage and Income section.

Using the TurboTax online editions you would need to use or upgrade to the Self-Employed edition.

Using the TurboTax desktop CD/Download editions, any of the editions can be used to complete a Schedule C.

Schedule C is used by a sole proprietor/independent contractor/single member unincorporated LLC only.  What exactly are you trying to do with the Schedule C?

Assuming the 1099 is a 1099-MISC and that the income is reported in box 3 or 7, any and all expenses *directly related* to the income reported on the 1099-MISC, go on the SCH C. As an insurance agent, I don't see much of anything going on the SCH C for the expenses, as I'm expecting the 1099 income to be commissions only.

w2 and 1099 are both commission, w2 has no federal tax withdrawn but it does have social security

You have to create other Schedule C business for the income reported on the Form 1099-MISC and enter any expenses related to that income only.
