Question

Can you claim QBI without a business license, acting as a sole proprietor, and is this state specific?

You can qualify for QBI as a sole-proprietor, even though the business is not registered with the state or covered as an LLC.  QBI is a Federal provision that virtually no state allows on the state return.  If your income would qualify as QBI for the Federal Return in one state, it will be so in any other state, because it is a Federal tax provision and not a state tax provision.  This link has additional information:  What is the Qualified Business Income (QBI) deduction?
