I purchased my home in 2022 and received my supplemental tax bill by December 2022 but the installment due dates were of 2023. I made first installment payment in 2023. I didn't make the second installment yet. Can I claim the supplemental tax credit in 2022 tax return?

No.   You can only enter amounts you actually paid in the tax year on the tax return for 2022--- not amounts you will pay in 2023.

So, does this mean that I can claim both the installments in the next year (2023) tax return even though the supplemental tax bill was for Year 2022.

Yes, since the payments were made in 2023, they would be claimed in that year. Even though the Tax Bill was for the year 2022, it was paid in 2023 and will be entered in your tax return for that year.
