Delaware State's Corporation Paperwork fees as deductible business expenses

Hi I was wondering what's the best category to put fees charged by the State of Delaware's Corporations Division for sending paperwork such as certificate of good standing or changing a registered agent. Would it be under "legal and professional" fees or "licenses and regulatory" fees? Thank you!

Enter it under Legal and professional. There is no such category on the actual Form 1120; TurboTax places it under Other deductions (line 26) and labels the expense as such (e.g., legal and professional).
