Do i submit Form 2016 (Employee Business Expenses) only with the state or do i also file it with the federal return

It depends.  

With the new tax law change, TCJA-

If you are one of the Armed Forces reservists, qualified performing artists, fee-basis state or local government officials, or employees with impairment-related work expenses, you would submit the form for both federal and state.  

If you are not one of the above groups, only file with your state if the deductions are allowed on your state taxes. For federal, you are disallowed for the deductions on the entire Form 2106.
