Does anyone know why you would be asked to complete Form 80-401 (Tax Credit Summary Schedule)

My National Guard pay was exempt from state tax. I am not sure if that may be the reason, I am being asked to complete this form. Has anyone else had to complete this form?

Where are you being asked to complete that form? When you go through the MS tax return, TurboTax will ask you about the credits on the form, but it shouldn't ask you to complete the form. The tax exemption for your NG income is not part of Form 80-401. You can click that link to see the form and the applicable credits.

If none of the items on there apply to you, you should be able to scroll down to the bottom of the screen and click Continue.
