Error trying to import Quicken file into TurboTax Home and Business 2018

After I select the Quicken file I wish to import, I get the error "Please be sure that Quicken is running and a valid Quicken data file has been selected before trying to use Quicken Import." Yet Quicken is already running. Please help.
