Do I have to file my third payment of estimated taxes if I believe my income has fallen below what i figured in April

    No.  They are optional to pay.  Or cross out the amount to pay a different amount.   ,

    pay by filing a revised 1040-es by just changing the amount on the copy to be submitted by mail.   you also have the option of using IRS Direct pay which allows you to set of payment up to 30 days in advance  - fee free - money is taken from the bank account you specify - just make sure correct routing and account number.   you can also use the iRS website to pay by credit or debit card but there is a fee -  nothing to mail not to get lost in postal system.   you can even have an e-mail sent to you as to what you have set up or even print out a confirmation page.  note that the actual withdrawal or charge may take up to 2 - 3 days after the date you specified.   the IRS still regards this as timely as long as the date you set up is on or before the due date and the funds are available.  next estimated tax payment due 9/16/2019
