For underpayment penalty refund, should I amend?

I e-filed my 2022 federal tax forms early in April and already paid few hundred dollars for an underpayment penalty on the top of the tax I owed. After that, I found out, I should be able to request this underpayment penalty waived under CA storm victim relief. 

 

To request this penalty paid refunded, Should I do an amended tax return (1040-X) ?

or just need to file(mail) a form like form 843 ? 2210 ? or other forms? 

If I have to mail a form, should I attach my original 1040 form also attached with my signature ?

 

I tried to search the answer but was not able to locate a similar previous questions on this community.

    File Form 843 to request a refund of the penalty and include a statement with the necessary information.  Both of the links below will give you what you need.

    Thanks a lot for the reply.

    Would you be able to advise, to file the form843, if I have to attach the original 1040 form already filed with a new signature and date?

    or just a from 843 alone?

    it's all right to attach the 1040 and highlight the requested relief, and a signature is always a good idea.  Most importantly sign the Form 843..
