Grant from County Reported as 1099-MISC Income

I received money from my county in exchange for agreeing to take land I own out of agricultural production (and no longer receiving rent from a tenant farmer) and replace the production of agricultural commodities with establishing a permanent cover crop of native plants for a period of at least 15 years.  I received a 1099-MISC from my county.  I also incurred significant expenses in establishing the native plants.  My question is whether I can deduct those expenses from the grant income I received.

Yes, report both the Form 1099-MISC income and the related expenses under Farming Income for Schedule F.
