Had this same issue last year - my state form does not recognize the EIN as having all 14 digits as it should. There are 14 exactly but there is no possible way to edit

I have the state as "printed/ready to mail" and can't get back to the start. This is EXTREMELY frustrating as I paid Intuit for the state return but cannot file with turbotax so I have wasted over 150$ and received NOTHING in return.

EIN (Employer Identification Number) numbers are all 9 digits, same as social security numbers.    Why can't you file with TurboTax?   And what state are you trying to file a return for?   Did you already e-file your federal return?   If so, has it been accepted?
