How do I apply a NOL from 2018 to 2019 return?

That would be reported as a negative entry in the other income line on your federal tax return as follows:

 

Type "NOL" in the search box (upper right hand corner of your TurboTax screen) and hit "enter." You will see an option that says "jump to NOL." Click on that option to find the net operating loss entry screen.
