How do I change the answer from No to Yes on Schedule B, Part III 7a and 7b?

If you had foreign accounts you will need to visit the "OID, Foreign Accounts" topic under the "Wages & Income" tab.

Scroll down to "Interest and Dividends"
"Start" the 1099 OID, Foreign Accounts topic
Check the "Owned or signed...foreign account" box
Check any box(es) that apply on the follow on page
