Only if you are NOT required to file a 2019 or 2018 tax return would you use the IRS non-filers website - 

IRS website for non-filer stimulus payments - https://www.irs.gov/coronavirus/non-filers-enter-payment-info-here

If you are not required to file a tax return for 2019 because you have no income or your income is below the filing thresholds, you can register for the stimulus payment on this IRS web portal.
