How late can a non profit file payroll taxes right now? Is it too late for 2019?

I assume you mean the filing of form 941 to report wages and payroll taxes and form 940 to report federal unemployment tax, along with the W-2 forms?

 

Those filing were due in January, but you can still file them, they will just be late and as such will be subject to penalties and interest for late filing and payment of tax.
