Question

I have 2 separate sets of numbers in box 17 for the state of NJ.how do I enter this into turbo tax?

the second set of numbers is on the line below and has" - FLI" after it. and I see no way of putting this in besides adding another line of state

Do not enter the NJ FLI line as a box 17 in entry instead enter it in box 14 in TurboTax and select the NJ FLI item category there.  The amount is informational so you know what you contributed and if the total exceeded the NJ limit you get a refund of the excess paid in. 

 

The NJ max FLI contribution is $94.08.  Here is a link with more information on NJ DES contributions.
