I have a letter from Michigan Depart. of Treasury that I failed to submit City Withholding Tax Schedule (Form 5121) for City Detroit. I don't see this form on Turbo Tax?

Michigan form MI 5121 CITY withholding tax schedule is available in TurboTax online. You have to select that you need a Detroit return and answer the questions. Please return to Other Situations. Select Michigan City Tax, select Detroit, continue through answering questions. Income will show and you have to edit the w2, etc to review Detroit income. Use Print center to Print all worksheets to see this form. 

Click on Tax Tools on the left side of the online program screen.  Then click on Print Center.  Then click on Print, save or preview this year's return.  Choose the option Include government and TurboTax worksheets.
