IRS Requiring Form 8283 for $500 on Schedule A line 12?

The IRS sent me a requirement for Form 8283 for my 2020 tax Return. I did claim $ 500 in Schedule A line 12 (Gifts to Charity other than Cash).   Instructions says you MUST attach Form 8283 if claim is OVER $ 500, so Turbo Tax did not generate it.
 
How do I generate it now, or should I answer the IRS that I didn't file it since I did claim only $ 500 and I don't need to file it?
 
Note: I have $ 10,436 Claimed on schedule A line 11 (Cash donations)

You can download Form 8283 from irs.gov Form 8283.  You need to fill it out and mail it to the IRS according to the instructions for response on your letter from them.  This form is for your non-cash contributions only.

Thanks.   I just did...   I guess now $ 500 counts as OVER $ 500 for the IRS.
