market place insurance income

I work and I am on Market place insurance, my husband does not work and is on Disability (he is 61 yrs old).   If his ssa-1099 form shows box 3 and box 5 as 26,564.40 (his Medicare part b premium is $2096.00).  Each year when I sign up for Market place insurance I have to give an income.  I assumed my husbands disability income would be the $24,468.00 (less the Medicare $2,096.40).  But now that I am looking at form 8962, I see that they do consider all of the $26,564.00.  Is that right?  Because if I add up that amount $26,564.00, my w2 and our interest it comes up to that total.

    Social security income (including Social Security disability income) before any deductions for the Medicare premium is included in the income counted by the Marketplace.
